It is the local convention, and it works in the buyer's favour on a rising market. A per gram charge does not inflate when the gold price rises, whereas a percentage charge does. Because the gold is not what you are paying for. On a kundan piece the value sits in the stones, the setting labour and the meenakari enamelling on the reverse. Ask specifically what is set, because a genuine polki piece and a glass kundan piece of identical appearance can differ in price enormously.

Meenakari is enamel work fired onto gold, traditionally on the reverse of a kundan piece. Jaipur holds a geographical indication for it and produces most of India's output. It is slow, highly skilled hand work and a substantial part of the labour cost. Since it sits on a surface nobody sees while the piece is worn, it is easy to undervalue when buying. Turn the piece over and inspect the enamelling directly, because you are paying for it.

On enamelled pieces the mark may sit on a clasp or unenamelled edge. Remember that a hallmark certifies the gold only and says nothing whatsoever about the stones.

You cannot tell by eye, and neither can most experienced buyers. Synthetics are made specifically to be indistinguishable visually. The only reliable answer is a report from a gemmological laboratory independent of the seller, stating the species, whether it is natural or synthetic, and any treatment detected. Check the report describes your specific stone by weight and measurement rather than being generic. For a significant purchase, having it independently checked before payment is entirely reasonable.

Almost always, and that is normal rather than deceptive. Most emeralds on the world market are oiled or resin filled to reduce the visibility of surface reaching fractures. What matters is the extent, which a laboratory report will describe as minor, moderate or significant, because it affects both price and durability. An untreated emerald of good colour is genuinely rare and priced accordingly. A seller claiming one without a report is asking you to take an expensive statement on trust.
