Is Kashmiri copperware silver?

No. The bright silver coloured surface on traditional trami platters and samovars is tin, applied by the process called kalai, over copper beneath. It contains no silver whatever, and it wears away and needs renewing periodically, which is precisely why the kalaigar trade exists. The engraving is genuinely fine work and worth buying as craft. It is not a precious metal holding. A quick check: gold is roughly twice as dense as copper, and silver is denser than copper too, so a piece that feels light for its size is telling you something.

Does a Kashmiri papier mache piece contain real gold?

Fine work uses genuine 24 karat gold leaf in its naqashi decoration, and cheaper work uses gold coloured paint. Both are sold and the price difference between them is legitimate, so ask which you are buying. Even genuine leaf represents a minute quantity of metal, because gold is the most malleable element known and a single gram covers a very large area. Traditional Kashmiri work carries a great deal of soldered assembly: a halqaband is a series of separate units joined into a band, and layered neck pieces involve many joins. On pieces made before hallmarking was mandatory, cadmium soldered KDM construction was common and is no longer BIS certified. Have such pieces assayed independently before offering them in exchange or at a pledge counter, so the figure is known before the conversation starts.
